Key Takeaways

  • Oscar Marquez-Alonso faces serious felony charges for allegedly sexually abusing an elderly resident at a Raleigh Hills care facility.
  • Elderly residents are vulnerable to abuse due to cognitive impairments, physical disabilities, and isolation, making it crucial for facilities to protect them.
  • Care facilities have a duty to ensure employee screening, staff training, and monitoring to prevent abuse and respond to warning signs.
  • Elder sexual abuse remains underreported; victims often fear losing their housing or may have difficulty communicating allegations.
  • Families should seek legal help if they suspect abuse, as civil lawsuits can hold facilities accountable and provide compensation.

A caregiver working at a residential care facility in the Raleigh Hills area of Oregon is facing serious felony charges after authorities allege he sexually abused an elderly woman entrusted to the facility’s care. The case raises troubling concerns about elder abuse, caregiver screening, and the vulnerability of elderly residents living in long-term care environments.

According to the Washington County Sheriff’s Office, deputies responded to a care facility on May 9, 2026, after staff members reported concerns that a resident may have been sexually abused by an employee. Detectives later identified the suspect as 25-year-old Oscar Marquez-Alonso, who had reportedly worked at the facility for approximately one month before the allegations surfaced.

Authorities allege investigators uncovered evidence that Marquez-Alonso sexually abused an elderly female resident while working at the facility. He was arrested and booked into the Washington County Jail on:

  • Two counts of first-degree sexual abuse
  • One count of first-degree sodomy

Law enforcement officials have also stated they are concerned there may be additional victims, and the investigation remains ongoing.

Elderly Residents Are Extremely Vulnerable to Abuse

Cases involving sexual abuse in nursing homes, assisted living facilities, and residential care homes are deeply disturbing because elderly residents often depend entirely on caregivers for their safety, medical needs, mobility, and daily living assistance.

Many elderly victims may experience:

  • Cognitive impairments
  • Dementia or memory loss
  • Physical disabilities
  • Isolation from family or outside support
  • Fear of retaliation or disbelief
  • Difficulty reporting abuse

These vulnerabilities can create environments in which predators exploit positions of trust and authority over residents who may be unable to defend themselves or to communicate what happened.

Care Facilities Have a Duty to Protect Residents

Residential care facilities, nursing homes, and assisted living providers have legal and ethical obligations to protect residents from abuse, neglect, and exploitation. This includes responsibilities related to:

  • Employee background screening
  • Supervision and monitoring
  • Staff training
  • Reporting suspected abuse
  • Responding promptly to warning signs
  • Maintaining safe staffing practices

When facilities fail to properly screen employees, ignore red flags, or inadequately supervise staff, vulnerable residents may face devastating harm.

In many abuse cases, families later discover there were prior concerns, staffing shortages, policy failures, or gaps in oversight that may have contributed to the abuse occurring.

The Hidden Crisis of Elder Sexual Abuse

Elder sexual abuse remains significantly underreported nationwide. Victims may fear losing their housing placement, may be physically unable to disclose abuse, or may not be believed because of age-related conditions or disabilities.

According to the National Center on Elder Abuse, perpetrators are often caregivers or individuals in positions of trust. Abuse occurring in care settings can lead to profound trauma, emotional deterioration, worsening health conditions, and loss of dignity for victims.

Families who suspect abuse should take concerns seriously and seek immediate medical, legal, and protective intervention.

Civil Liability in Elder Abuse Cases

In addition to criminal prosecution, survivors and families may have civil legal options against:

  • Assisted living facilities
  • Nursing homes
  • Residential care homes
  • Staffing agencies
  • Corporate ownership entities
  • Supervisory personnel

Civil lawsuits can help families pursue accountability, compensation, policy reforms, and protections for other vulnerable residents.
