Former Gettysburg Borough Mayor Chad Alan Carr, 48, was arrested by Pennsylvania State Police and charged with multiple offenses related to child sexual exploitation after investigators say he groomed and solicited explicit images from a teenage boy.

Investigators say Carr knew the alleged victim for years before the exploitation began. The victim reported knowing Carr since childhood, but said the inappropriate communications began when Carr became involved in the student’s high school theater activities. 

According to the affidavit:

  • Carr volunteered in the victim’s high school theater department.
  • He allegedly began cultivating a closer relationship with the student when the victim was a teenager.
  • Carr reportedly asked the student to communicate outside official school channels.

Investigators say the two eventually communicated via Skype, which Carr allegedly called “late-night talks.”

During these communications, authorities allege Carr directed the teen to:

  • Send sexually explicit photos and videos
  • Engage in sexually explicit acts during video chats

The alleged interactions occurred between 2011 and 2013, when the victim was 16 and 17 years old. 

From Public Office to Criminal Investigation

Carr’s arrest comes shortly after he abruptly resigned as mayor in early March after serving just over two months in office, citing a “personal legal matter.” 

He also resigned from his role as executive director of the Gettysburg Community Theatre, another organization that involved working closely with young people.
