A Knoxville retail worker with a prior conviction is once again under investigation, this time for allegedly taking photos up a teenage girl’s skirt while he was on the job.
Collin David Miller, 31, was reportedly employed at the Dollar Tree located in Town & Country Commons in Knoxville, Tennessee, during both incidents.
Prior Conviction Didn’t Cost Him His Job
Late last year, Miller was arrested after exposing himself inside the store to a female shopper. Security cameras showed him walking past the register with his genitals exposed while the customer was checking out. According to the report, he was also “rubbing his groin area for several minutes at the register while customers are present in the store”. (WVLT) In November 2024, he was charged with attempted indecent exposure and ultimately pleaded guilty in January 2025.
Despite the conviction, he remained employed at the same Dollar Tree location.
New Allegation Involving a Minor
Over the weekend of July 4, 2025, Miller reportedly followed a family around the store and illegally photographed a 16-year-old girl. According to the reports, he was observed squatting down and holding his phone at an unnatural angle. Photos were found showing the area underneath the victim’s skirt.
Officers reported that Miller’s phone held approximately 25,000 images of women. (WVLT)
Miller has been charged with unlawful photographing in violation of privacy and is scheduled to appear in court on July 16, 2025.

The timeline raises serious concerns about how Dollar Tree responded to Miller’s prior conviction and the new allegations. The company has not released a public statement addressing his employment status or its handling of the situation.
