A former registered nurse who had been licensed in multiple states is now facing 26 federal felony charges involving child sexual abuse material.

Keith Richard Allen was arrested on May 29, 2025, and subsequently indicted in the U.S. District Court for the District of Arizona. Prosecutors allege that he produced, distributed, received, and possessed child sexual abuse material.

The Allegations Against Keith Allen 

According to the federal criminal complaint filed in the District of Arizona, investigators began examining Allen’s online activity prior to the return of the indictment. The complaint outlines how federal authorities traced certain accounts to Allen.

According to charging documents, Allen is accused of using online platforms to receive and distribute child sexual abuse material. Court filings describe a review of digital evidence that supported probable cause for his arrest.

The Charges Keith Allen is Facing

Keith Richard Allen is facing counts of: 

  • The production of child pornography (counts 1-20) 
  • Knowingly distributing child pornography (counts 21-22)
  • Knowingly receiving child pornography (counts 23-25)
  • Possession and access with intent to view child porography (count 26) 

Investigation Spans Multiple Jurisdictions

A Joint Status Report filed January 15, 2026 indicates that the government’s investigation extends beyond Arizona and involves additional alleged victims. 

“Also, the government’s investigation has continued in finding additional alleged victims in three districts for which charges could be filed in those districts,” court records state. 

The Report also states that there is a large volume of discovery, meaning a substantial amount of digital evidence that must be reviewed. Because of the volume of evidence and the multi-jurisdictional nature of the case, the Court granted a motion to continue the trial, and the jury trial was reset from February 3, 2026 to May 5, 2026. 

The identification of additional alleged victims, potential multi-district involvement, and the continued trial date suggest a developing investigation that extends beyond the original indictment.

Florida Issues Emergency License Suspension

On January 27, 2026, the Florida Department of Health issued an emergency order suspending Keith Richard Allen’s registered nursing license (RN 9548655), which had been issued in 2020. The suspension followed his arrest on federal charges involving the distribution and receipt of child pornography. Under Florida law, healthcare licenses must be immediately suspended when a practitioner is arrested for certain offenses involving the sexual exploitation of a child.

Multi-State Licensure and Employment in Healthcare Settings

Public licensing records show that Allen has held nursing licenses in Vermont from 2014 to 2023, New York since 1998, and, most recently, Florida. 

He also worked in multiple healthcare facilities across different states. 

A public profile indicates that he worked at Rutland Regional Medical Center in Rutland, Vermont as a Diagnostic Imaging RN for five and a half years. 

He also worked at the Surgery Center of Aventura in Adventura, Florida from February 2021 to August 2023. 

His most recent employment is listed as IR Centers – Blackhawk in Phoenix, Arizona since July 2024. 

Mobility across state lines is common in healthcare, and multi-state licensure is often part of travel or contract nursing. 

However, when a nurse licensed for nearly 30 years and practicing across states faces serious federal charges involving minors — particularly when prosecutors report additional alleged victims in multiple districts — it raises significant concern about whether all victims have been identified.

There is no allegation in the public record that Allen moved between states to avoid detection. But when medical professionals practice across jurisdictions, regulatory systems must function effectively to protect the public. Movement between states does not lessen that responsibility.

Licensing boards operate independently in each state, and disciplinary information is not always shared seamlessly across jurisdictions. Employers often rely on prior credentials and background checks that may be limited to specific states. When investigations later expand across multiple districts, it can reveal how difficult it is to track conduct that spans state lines.

There are no allegations that the charged conduct occurred inside a healthcare facility. Still, when a nurse practicing across multiple states faces serious federal charges, it reinforces the obligation of healthcare institutions to implement meaningful screening, monitoring, and reporting safeguards.

Civil Liability and Institutional Responsibility

Criminal proceedings are designed to address individual wrongdoing. 

Civil cases focus not just on individual wrongdoing, but on whether institutions upheld their responsibility to safeguard those in their care.

When allegations involve a licensed healthcare provider, the investigation should not end with the individual. 

Hospitals, staffing agencies, and healthcare systems have their own responsibilities. Civil investigations may examine whether appropriate hiring and credentialing safeguards were in place, whether supervision and monitoring were sufficient, whether reporting systems functioned properly, and whether communication with authorities was timely.

Civil cases do not always depend on a criminal conviction. Institutions have a legal obligation to protect those in their care, especially in medical settings where patients may be sedated, recovering, or otherwise vulnerable.

When an investigation involving a multi-state healthcare provider expands, civil law may look beyond individual conduct to determine whether institutional safeguards functioned as they should.
