Manuel Enrique Garcia, a 33-year-old therapist from Miami, FL, has been arrested and charged for allegedly sexually abusing three women while they were receiving care through a women’s treatment program. He now faces multiple felony charges.
The incidents reportedly occurred between January and July 2025. According to the arrest affidavit, two of the victims were assigned to Garcia as their therapist. The third initially had a different therapist but told investigators she believes Garcia later assigned himself to her case.
The abuse allegedly took place at 162 NE 49th Street, Miami, FL, the location of Concept House (Concept Health Systems), a facility that provides behavioral health treatment and substance abuse rehabilitation, with residential services offered exclusively to women.
Details from the Victims
The arrest affidavits outline individual allegations from each of the three victims.
The first victim, age 48, reported that she was admitted to the facility during a depressive episode. In a therapy session that occurred between February and March of 2025, Garcia raped her in his office. According to the affidavit, Garcia told the victim not to report what had happened because he could lose his job and she would be “discharged from the facility and returned to homelessness.”
The second victim, age 26, said Garcia offered her candy, pulled her into his office, and then kissed her, inappropriately touched her, and coerced her into performing oral sex. The victim was afraid to refuse him as Garcia “might document negative remarks in her therapy progress notes, which could potentially harm her standing in court, prevent her from being discharged from the facility, or even delay her reunification with her child,” according to the affidavit. On another occasion, he coerced her into oral sex and filmed it on his phone. She “froze in fear,” confused as to how Garcia could do this to her, given his knowledge of her past trauma.
According to the arrest affidavit, the victims’ statements were corroborated by supporting witness accounts.
A Third Victim Discloses Abuse
In a separate affidavit, the third victim, age 26, told investigators that Garcia locked the door from the inside during their one-on-one therapy sessions, which her previous therapist did not do. He groped her, kissed her, and on another occasion, exposed himself and forced her to perform oral sex. The victim disclosed what happened to a friend, according to the affidavit.
Victims Complied Out of Fear, Police Say
Mike Vega of the Miami Police Department told CBS News, referring to the first two victims:
“Both victims in these cases are afraid that they’ll be thrown out of the program, that they will lose their children because they’re court-ordered to seek this therapy. So, they were afraid and they complied with his demands.”
Charges Upgraded to Sexual Battery
Garcia denied the allegations during his interview with police. When asked if semen would be found in his therapy office, he initially said he did not recall ejaculating. He then retracted that statement and told investigators it was possible, explaining that he may have engaged in sexual activity prior to coming to work. After that exchange, Garcia requested an attorney.
Garcia was charged with four felony counts of a psychotherapist engaging in sex with a client —a crime under Florida law that prohibits sexual contact between mental health professionals and their patients.
According to CBS News, those charges have since been upgraded to include sexual battery, a more serious felony offense involving non-consensual sexual penetration. The upgraded charges reflect the severity of the allegations and carry significantly harsher penalties if convicted.
Garcia was first arrested on July 15, 2025, by the Miami-Dade Police Felony Apprehension Team. As of July 16, he was in custody at the Turner Guilford Knight Correctional Center, with a bond set at $30,000. A judge has barred him from working in any therapeutic capacity while the case is pending. A court hearing was scheduled for Thursday, July 17.
Garcia Worked at Multiple Facilities
