Yet, despite their relentless advocacy, the Commonwealth remains entangled in legislative inertia, denying many the legal avenues they desperately need to heal and hold perpetrators accountable.​

A Legacy of Inaction for Pennsylvania Sexual Abuse Survivors

In 2018, a groundbreaking grand jury report unveiled the horrific abuse of thousands of children by over 300 Roman Catholic clergy members in Pennsylvania. This report was a clarion call, urging immediate reforms to the state’s statute of limitations (SOL) laws. While more than 20 states swiftly enacted legislation to aid survivors, Pennsylvania’s efforts have been mired in political gridlock. As of 2019, the state eliminated the criminal SOL for child sexual abuse and extended the civil SOL to age 55. However, these changes did not provide recourse for those whose cases had already expired under the old laws. The proposed two-year “window” legislation, designed to allow these survivors their day in court, has repeatedly stalled in the legislature. ​

The legislative impasse isn’t just a procedural issue; it’s a profound injustice affecting countless lives. Survivors have been at the forefront, tirelessly advocating for change. Despite personal battles with trauma and depression, they channel their pain into legislative action, striving to ensure that no other child endures what they have.
