Andreozzi + Foote Represents 15 Survivors in Lawsuit Against Pyramid Healthcare, Inc., Dr. Christopher Davis, and CVS

Fifteen women have come forward alleging years of sexual abuse, coercion, and medical misconduct by Dr. Christopher Davis, former medical director at Pyramid Healthcare’s York-area treatment center. The lawsuit also names Pyramid Healthcare and CVS Health for negligence that allegedly allowed the abuse to continue. 

Andreozzi + Foote is representing fifteen women in a civil lawsuit alleging sexual abuse and exploitation, medical misconduct, and institutional negligence. The defendants are Dr. Christopher Jackson Davis, Pyramid Healthcare, Inc., and CVS Health Corporation.

Filed in the Court of Common Pleas of Dauphin County, Pennsylvania, the civil lawsuit outlines years of abuse and exploitation within an addiction treatment setting and the systemic failures that allowed it to persist.

Dr. Christopher Jackson Davis, 63, served as the sole physician authorized to prescribe methadone—a medication used to treat opioid use disorder—at Pyramid Healthcare’s York-area treatment center, where patients relied on him for life-sustaining medication.

On April 29, 2025, the Pennsylvania Attorney General charged Davis with 92 criminal charges, including forcible rape, sexual assault, sale of controlled substance to a dependent person, and sexual extortion. His criminal case remains active in the Court of Common Pleas of York County.

The civil action filed by Andreozzi + Foote is separate from the criminal prosecution and seeks to hold Davis, Pyramid Healthcare, and CVS Health accountable in civil court for the harm caused to victims through sexual abuse and medical misconduct.

Dr. Davis’s Troubling History 

Before joining Pyramid Healthcare, Dr. Christopher Jackson was already “criminally charged and faced licensing proceedings for misconduct arising from his professional activities at two separate prior employers,” according to the criminal complaint.

In 2000, while serving as a medical director at Manor Care in York, Davis engaged in highly inappropriate behavior by manipulating the body of a deceased patient in front of nurses, later documented in disciplinary proceedings before the Pennsylvania State Board of Osteopathic Medicine.

The following year, Davis was accused of illegally entering Partners in Family Health—a former employer’s medical office—after hours to obtain controlled substances. He was criminally charged with burglary, trespass, and theft, and in 2003 pleaded guilty to theft in the Court of Common Pleas of York County.

According to the complaint, as a result of his misconduct at both Manor Care and Partners in Family Health, on February 12, 2004, Perpetrator’s medical license was suspended for a period of two years, followed by an additional two years of probation. 

Despite this background, Pyramid Healthcare hired Davis as a medical director, granting him authority over methadone prescriptions and direct access to patients recovering from addiction, many of whom were uniquely vulnerable. 

The complaint alleges that Pyramid Health either ignored or failed to investigate Davis’s repeated incidents at prior healthcare facilities. A reasonable background check would have revealed his history of medical and criminal misconduct and made clear he was unfit to work in a healthcare setting or to be left alone with patients.

Either Pyramid Healthcare learned of Davis’s history and ignored it, or it failed entirely to conduct any meaningful investigation into his background.

The suit alleges that Pyramid Healthcare’s failure allowed Davis access to patients, and he was able to commit sexual and medical misconduct while employed at the facility.

Dr. Davis’s Role at Pyramid Healthcare

According to the complaint, Dr. Christopher Davis began working at Pyramid Healthcare’s York-area treatment center in 2012, where he worked as a medical director. He was the sole individual authorized to prescribe methadone at the facility and was responsible for prescribing medication, monitoring patients’ progress, and adjusting dosages as clinically intended.

The lawsuit states that Pyramid Healthcare is a for-profit healthcare company that owns and operates behavioral health services for teenagers and adults suffering from substance abuse or addiction across Pennsylvania and the nation. Pyramid Healthcare advertises itself to the public as “supplying a safe, supportive environment at all of [its] rehabilitation centers, where individuals learn and practice recovery and coping skills.” 

Pyramid Healthcare promotes a range of services, including detoxification, inpatient and outpatient treatment, methadone and Suboxone maintenance therapy, and transitional and halfway housing.

The lawsuit states that patients, including the survivors, relied on the facility’s representations of safety and professionalism and placed their trust in its staff and providers.

While holding this role at Pyramid Healthcare, Davis also operated a private practice at two York locations—1800 East Market Street and 320 Loucks Road—where he saw many patients who received treatment at Pyramid Healthcare. 

Survivor Accounts

The lawsuit states that Davis’s conduct went far beyond the bounds of decency and would be regarded as atrocious and utterly intolerable in a civilized community. Davis intentionally targeted victims at times when they were vulnerable, unclothed, or in private medical settings, exploiting their trust in Pyramid Healthcare and its providers.

The fifteen plaintiffs describe a horrific and consistent pattern of coercion, sexual assault, and medical manipulation.

One survivor says Davis made inappropriate and personal comments, sent explicit text messages, touched her abdomen when it was not medically necessary, prescribed Suboxone without medical justification, and encouraged her to drink despite knowing her history of alcohol dependence. He also charged her directly for office visits while simultaneously billing her insurance.

Another woman alleges that Davis attempted to kiss her, looked down her pants, and demanded nude photos. He also made degrading and sexual comments. The woman reported these incidents directly to Pyramid Healthcare, but no action to protect her or others was taken.

A third survivor reported being sexually abused by Davis approximately ten separate times in an examination room at Pyramid Healthcare’s York methadone clinic. A physician assistant at the facility allegedly witnessed inappropriate conduct but failed to intervene. Davis later treated the same patient at his private practice, where he overprescribed methadone and Klonopin, sent sexually explicit text messages, and manipulated her into sexual acts by controlling her access to medication. The survivor ultimately reported the abuse to law enforcement, leading to criminal charges against Davis for sexual coercion and overprescribing controlled substances.

Another survivor reported that Dr. Davis groped her and made sexual comments during exams at Pyramid Healthcare’s York clinic. He allegedly increased her methadone dosage to maintain control and prescribed unsafe combinations of medications. After she reported the abuse to her Pyramid counselor and the facility director, she was discharged, leading to a near-fatal relapse. Davis later contacted her on social media with inappropriate messages and photos.

Another survivor said Dr. Davis made sexual comments and propositions during appointments, touched and groped her inappropriately, and took pictures without consent. He also overprescribed her medications and threatened to cut off her prescriptions if she rejected his advances.

One woman describes Davis locking the doors, touching her breasts, kissing her without consent, and threatening to withhold her medication if she spoke up, thereby placing her at risk of withdrawal symptoms. 

One survivor said Dr. Davis coerced her into sex by threatening to withhold her prescribed medication. He allegedly raped her on multiple occasions, including four times at a hotel and once at his private medical office in York, Pennsylvania.

One woman alleges that she was abused by Davis between 10 to 15 times at Pyramid. Later on, outside the facility, he handed her his business card and threatened to kill her if she ever disclosed his conduct to anyone. He later touched her inappropriately and tried to force her into sex. 

One survivor said Dr. Davis ordered her to remove all of her clothing during her first appointment at Pyramid Healthcare, then took photographs of her while she was naked using his personal cell phone. She later discovered those images publicly posted on his social media. The survivor never consented to the taking or posting of these photographs.

Several other survivors described similar misconduct, including an unnecessary breast exam, inappropriate sexual remarks, reckless overprescribing, and invasive “chiropractic” touching.

Reports Ignored

One survivor reported Dr. Davis’s abuse to her counselor at Pyramid, Latisha Bemis, who acknowledged she was not the first individual to report inappropriate conduct by Dr. Davis. 

Despite this, Pyramid Healthcare took no action to investigate or protect patients from further abuse.

Another survivor reported Davis’s inappropriate touching and conduct to her counselor at Pyramid Healthcare, someone identified as “Mike.” Despite her report, the counselor dismissed her concerns and took no action.

Institutional Failures at Pyramid Healthcare

The lawsuit accuses Pyramid Healthcare of negligence, incompetence, carelessness, and recklessness. They allegedly continued to employ Dr. Davis despite his egregious misconduct and abuse of patients. 

“This was not a hidden pattern,” said Benjamin Andreozzi, managing partner of Andreozzi + Foote. “Women spoke up. The staff heard them. Pyramid Healthcare had every opportunity to act and chose not to. Their failure had devastating consequences.”

According to the suit, Pyramid Healthcare was recklessly indifferent to patients at their facilities in that they knew, or should have known, that Davis was engaged in highly inappropriate sexual contact with patients and consciously allowed him to remain employed.

CVS’s Role

Despite the excessive dosages, the dangerous drug combinations, and the clear red flags indicating potential misuse or abuse, CVS continually filled Davis’s prescriptions without inquiry, verification, or intervention. This repeated failure, the lawsuit alleges, enabled Davis to continue medically abusing patients through dangerous and potentially lethal combinations of controlled substances.

Medical Malpractice, Assault, and Invasion of Privacy

The complaint alleges Davis committed medical malpractice, assault and battery, intentional infliction of emotional distress, and invasion of privacy.

Davis, while employed by Pyramid Healthcare, reportedly engaged in extreme, outrageous, and intolerable conduct by sexually assaulting the victims under the threat of withholding their medications.  

The victims experienced terror, humiliation, and shame during Davis’s assaults and have since suffered severe and ongoing emotional distress, including depression, anxiety, nightmares, fear of medical providers, hypervigilance, and post-traumatic stress symptoms.

Seeking Accountability and Reform

Andreozzi + Foote’s lawsuit seeks compensatory and punitive damages to hold Davis, Pyramid Healthcare, and CVS Health accountable. 

The firm is also calling for broader accountability in addiction treatment centers
