Andreozzi + Foote has filed a civil lawsuit against the Maryland-National Capital Park and Planning Commission (M-NCPPC) through its departments, Department of Parks and Recreation, Prince George’s County, and David Middleton, a former teacher at a Maryland Parks and Recreation Summer camp called STEAM – Summer Enrichment Camp. The lawsuit alleges sexual abuse against a minor who attended the camp.
Details of the Case
In July 2024, David Middleton allegedly sexually abused a seven-year-old child enrolled in the STEAM – Summer Enrichment Camp, a summer program operated by M-NCPPC. In December of that same year, the child reported the abuse to her guardian, who reported the abuse to CPS and the police. Middleton was consequently arrested and charged. His criminal trial is currently scheduled to begin on September 4, 2025.
The suit accuses him of assault, battery, and intentional infliction of emotional distress, citing reckless conduct and outrageous behavior that caused lasting harm.
Institutional Failures Alleged
The lawsuit alleges that the Maryland-National Capital Park and Planning Commission owed a duty to protect the child from sexual abuse, which they failed to do. It claims that they neglected to properly screen or supervise staff, conduct an appropriate background check on David Middleton, terminate him despite red flags, and adhere to child abuse prevention policies.
As a result of these failures, the child was reportedly abused by Middleton.
