Justin Pate, 32, a manager at Pat’s Pizza & Pasta in Brookhaven, Pennsylvania, has been arrested and charged on dozens of counts related to the abuse of multiple underage employees at the restaurant.
Pate allegedly used his authority as a manager to exploit teenage girls who worked at the restaurant. In one case, he is accused of raping a victim at his home after he became intoxicated. He also reportedly gave alcohol to a minor in exchange for sexually explicit images.
According to KYW Newsradio, “In the third case, he sought a long term relationship with the girl, whose parents eventually got wind of what was going on.”
The abuse was then reported to the police, which spurred the criminal investigation. Authorities identified three victims, ages 15, 16, and 17.
“‘This is a very disturbing case of someone who is a serial child abuser,’” Delaware County District Attorney Jack Stollsteimer told KYW Newsradio.
The criminal case was filed on July 24, 2025, after Justin Pate was arrested by the Brookhaven Borough Police Department. That same day, a judge denied him bail. He is currently being held at Delaware County Prison.
Pate is facing 38 criminal charges, including:
- Rape by forcible compulsion
- Sexual assault
- Aggravated indecent assault by forcible compulsion
- Child pornography
- Corruption of minors
- Furnishing liquor to minors
Pate’s preliminary hearing is scheduled for August 21, 2025.

Could Pat’s Pizza Be Held Responsible?
If Pat’s Pizza failed to protect young employees, the business may face civil liability. Even if some of the abuse occurred off-site, the business could still be held legally responsible under Pennsylvania law if it failed to act on known risks or failed to supervise its employees appropriately.
