What the Police Report Alleges

According to a Pennsylvania State Police report, an individual reported to PSP Jonestown in January, 2026, that he had been sexually abused as a child by a camp counselor at Kenbrook Bible Camp in Lebanon, Pennsylvania. 

This alleged perpetrator was known to him as “Max,” later identified as Max Krasov. Krasov is either potentially imprisoned in Russia or deceased, according to the report. 

The report states that the alleged conduct occurred during the summer camp between approximately 2001 and 2006, when the reporting individual was between the ages of 10 and 13. The individual described having contact with Krasov over multiple summers and indicated that the alleged conduct occurred during his second or third year with Max as his counselor.

According to the report, Krasov is alleged to have groomed the child over several years. The individual also recalled that Krasov had contact with his family outside of camp, including a visit to his home.

The report describes an incident in which the child was woken up at night by Max inside the cabin, brought into his bed, and subjected to sexual abuse while other children were believed to be asleep. 

The individual explained that he came forward after years of processing the experience, including through therapy, and out of concern that others may have been affected.

Background and Reported Connections

According to the reporting individual, Krasov worked as a counselor at an all-boys orphanage in Russia, and he was in the United States for missionary work. It is believed that he had ties to Fairland Brethren in Christ Church in Cleona, Pennsylvania. 

A 2004 newspaper article reflects that a “Max Krasnov” spoke at a church in Florida about “the orphan situation in Moscow.”

The victim recalled that Krasov may have returned to the United States as late as 2008, though his movements after that time remain unclear.

Other Potential Victims

A prior report involving a juvenile victim described similar alleged conduct by an individual identified as Max Krasov. The presence of more than one report raises the possibility that even more individuals may have had similar experiences and have not yet come forward.

Why No Charges Were Filed

The Pennsylvania State Police classified the case as “cleared exceptionally,” a term used when a suspect has been identified but prosecution cannot proceed due to factors outside of law enforcement’s control.

Krasov is believed to be located outside the United States, potentially incarcerated in Russia or deceased. The report indicates that extradition from Russia would not happen. 

In situations like this, a case may be considered “cleared” because investigators cannot move forward in the criminal justice system. This designation reflects practical and legal barriers to prosecution, not a determination that the allegations lack merit.

Kenbrook Bible Camp is a Christian camp and retreat center in Lebanon County, Pennsylvania that has operated for decades, providing summer camps, retreats, and other programming.

In settings like summer camps, where children may be separated from their families and under the supervision of a limited number of adults, these safeguards are especially critical
