New Jersey regulators have suspended the licenses of Jon E. Boschen, a clinical social worker and alcohol and drug counselor. Authorities found evidence of sexual misconduct and harassment involving women under his supervision and care.

Boschen agreed to a five-year suspension of his professional licenses and a $20,000 civil penalty following an investigation by the New Jersey Division of Consumer Affairs. In addition, the Office of the Attorney General participated in the investigation.

Investigators alleged that Boschen engaged in inappropriate sexual conduct. This involved individuals connected to his work as a counselor and supervisor at addiction treatment facilities.

As with any disciplinary or legal proceeding, Boschen is presumed innocent of criminal wrongdoing. This presumption holds unless proven otherwise in a court of law.

Who Is Jon Boschen?

Jon E. Boschen is a licensed clinical social worker and alcohol and drug counselor. He previously practiced in New Jersey and has since worked in Maine, according to public reporting. His webpage is still active and accepting clients.

Boschen had been employed at addiction treatment and rehabilitation facilities where he worked with individuals seeking treatment for substance use disorders. As a counselor, his role involved providing therapy, guidance, and supervision to vulnerable individuals. Moreover, he supported those navigating addiction recovery.

According to state officials, Boschen also supervised other employees within treatment settings. This responsibility placed him in a position of authority over both colleagues and clients.

What Charges or Allegations Does Jon Boschen Face?

New Jersey regulators accused Boschen of several forms of professional misconduct, including:

  • Sexual harassment and intimidation of two women he supervised
  • Entering into a personal and sexual relationship with one of those subordinates
  • Making repeated sexualized comments to a client during counseling sessions

Authorities also reported that Boschen had previously been terminated from another counseling position after a client complained about inappropriate sexual comments during therapy sessions

To resolve the allegations, Boschen agreed to:

  • five-year suspension of his licenses to practice social work and alcohol and drug counseling in New Jersey
  • $20,000 civil penalty
  • A prohibition on providing mental health counseling, supervision, consulting, or life-coaching services in the state during the suspension period

Where Did the Alleged Misconduct Occur?

The allegations stem from Boschen’s work at addiction treatment and rehabilitation facilities in New Jersey. In these facilities, he reportedly supervised staff and provided counseling services to patients seeking treatment for substance use disorders.

Addiction treatment environments are designed to support individuals who may be experiencing some of the most vulnerable moments of their lives. Patients in these programs often rely heavily on the guidance and trust of licensed counselors and social workers. This is especially true as they navigate recovery.

When misconduct occurs within treatment settings, it raises serious concerns about whether patients and staff were adequately protected. There may have been exploitation or inappropriate behavior.

Potential Civil Liability in Cases Involving Counselors and Social Workers

When allegations of sexual misconduct involve licensed mental health professionals, civil investigations may examine whether treatment facilities or employers failed to protect patients and staff.

In some cases, rehabilitation centers or healthcare organizations may face civil liability if they:

  • Failed to properly supervise licensed counselors
  • Ignored prior complaints or warning signs about inappropriate behavior
  • Allowed boundary violations between counselors and patients or staff
  • Failed to implement safeguards to protect individuals receiving treatment

Individuals seeking addiction treatment are often in vulnerable circumstances, and ethical guidelines strictly prohibit counselors from exploiting that vulnerability. In particular, they must not pursue personal or sexual relationships with clients.

Civil lawsuits can help survivors seek accountability and obtain resources for recovery when professional boundaries are violated.

Institutional Accountability

Licensed counselors, therapists, and social workers occupy positions of extraordinary trust.

Patients in addiction treatment frequently disclose deeply personal experiences involving trauma, mental health challenges, and substance use. These therapeutic relationships rely on clear professional boundaries and strict ethical standards.

When a counselor or social worker engages in harassment, coercion, or sexual misconduct involving clients or colleagues, it represents a serious violation of both professional ethics and patient trust.

Healthcare organizations and treatment programs must ensure that safeguards, reporting mechanisms, and supervision structures are in place to protect individuals receiving care.
