Who Is Dr. Victor Perry?

Dr. Victor Lynn Perry is a surgeon with approximately two decades of medical experience. He most recently practiced in Fresno, but records show he worked in multiple states and cities throughout his career. Perry’s medical license was revoked, effective February 24, 2026, and thus, he will no longer be authorized to practice medicine in California.

Where Did Dr. Perry Practice?

Records indicate Dr. Perry worked or held licenses in several states, including California and Arizona, and appears to have been licensed at various times in Ohio, North Carolina, Maryland, and Pennsylvania, including in the following cities:

  • Fresno
  • San Francisco
  • Phoenix
  • Chapel Hill
  • Asheville
  • Baltimore

Sexual Abuse Allegations Against Dr. Perry

The investigation into Dr. Perry began after a patient reported sexual assault during a follow-up visit related to neck surgery in September 2021. The Medical Board of California has since conducted a probe and made the following findings: 

  • The patient reported sciatic nerve pain.
  • Perry instructed her to perform basic movements.
  • He then asked her to lie on an examination table.
  • During the exam, he touched her groin and pubic area.
  • He allegedly inserted his ungloved fingers into her vagina.
  • The exam had no legitimate medical purpose.

According to the board’s records, the patient immediately ended the exam and wrote a note to the office staff stating that Dr. Perry had assaulted her. Later that day, Dr. Perry reportedly contacted the patient and apologized for making her uncomfortable. When told directly that his actions constituted sexual assault, he allegedly did not deny the allegation.

Medical Board Findings & License Revocation

After reviewing the evidence, the Medical Board of California found that Dr. Perry engaged in:

  • Sexual misconduct
  • Unprofessional conduct
  • Gross violations of patient boundaries

The board revoked his California medical license, effective February 24, 2026, and ordered him to pay approximately $65,000 in investigation costs. Meanwhile, his Arizona medical license was suspended in 2024 due to the California investigation.

Under California law, physicians found to have committed sexual misconduct are barred from regaining a medical license. Two victims have reportedly been identified so far.

Criminal Investigation & Evasion Concerns

In addition to the administrative disciplinary procedures, a criminal investigation remains pending. According to reports, law enforcement records indicate that Dr. Perry:

  • Failed to maintain a valid address
  • Used temporary housing and hotels
  • Avoided contact with investigators
  • Provided misleading or outdated information

Investigators described his behavior as “elusive and deceptive.” Authorities ultimately obtained DNA via a search warrant after police located him using cell phone data.

While the Medical Board ultimately acted, serious concerns remain about how long it took for intervention to occur. Sexual abuse by a medical professional rarely happens in isolation. Survivors often experience the following:

  • Fear of not being believed
  • Confusion about whether the conduct was medically appropriate

  • Delays in reporting due to trauma

When institutions fail to act on early warning signs, abuse can continue, sometimes across multiple states and health care systems.
