Federal Criminal Complaint Filed
Anton Bilski, 25, of Landenberg, Pennsylvania, a Chester County emergency 911 dispatcher and volunteer firefighter, is facing a federal charge related to child sexual abuse material.
Court filings allege that “For years, beginning in 2023 and continuing until February 2026, the defendant collected and distributed sexually explicit images and videos of children being raped, sexually abused, and exploited.”
Bilski is currently charged with receipt of Child Pornography, in violation of 18 U.S.C. § 2252(a)(2).
According to a criminal complaint filed in the United States District Court for the Eastern District of Pennsylvania, the investigation began in September 2025 when Homeland Security Investigations (HSI) received a tip from European authorities regarding an Instagram account, @abilski26, exchanging child sexual abuse material. Investigators allege that messages sent through the account in May 2023 included child sexual abuse images and videos.
Authorities traced the account to an associated email address, which was later linked to a cloud-based file storage platform, Mega. According to investigators, that account contained more than 180 images and videos of child sexual abuse material and was suspended by the company following an emergency takedown request.
Prosecutors further allege that despite the suspension, additional login attempts occurred, including one traced to an IP address associated with Bilski’s residence in Landenberg, Pennsylvania.
During their investigation, prosecutors “learned that PayPal reported Bilski multiple times for sending money via the PayPal platform to purchase suspected CSAM from multiple vendors.” Based on an investigator’s review, at least nine payments were “made by Bilski to suspected CSAM vendors between October 2, 2024 and January 1, 2025, totaling more than $500.”
Federal agents then obtained and executed a search warrant at his residence, where Bilski admitted to operating the Instagram and Mega accounts linked to the material. According to investigators, he also admitted to knowing “that his Mega account was suspended because of child pornography activity. [He] admitted to using PayPal and other third-party payment services to purchase thousands of dollars worth of CSAM on multiple platforms, including Telegram.”
Per court documents, “HSI seized approximately 13 electronic devices, including BILSKI’s Apple iPhone, laptop computer, a custom-built computer tower, a tablet, and several thumb drives. The forensic review of those devices is ongoing.”
Additional Allegations against Anton Bilski
While the criminal complaint outlines the formal charge, additional allegations appear in the Government’s Motions for Pretrial Detention filed by prosecutors.
“The investigation has revealed numerous additional – and more serious – crimes involving the defendant’s sexual abuse and exploitation of multiple minor boys,” they wrote.According to the filing Bilski “used his position in the fire department to secretly photograph minors” and created surreptitious recordings using a concealed camera within the Avondale Fire Company.
The criminal complaint also describes allegations involving a minor whom Bilski allegedly contacted through Snapchat in 2021, when the child was 15 years old. According to the filing, over a period of approximately two weeks, Bilski sent explicit images and persuaded the minor to send nude images in return.
The minor further reported that he later met Bilski in person, where sexual contact allegedly occurred in a vehicle near Bilski’s residence. Bilski also allegedly showed him images of other children, some of whom he recognized from school, which appeared to have been taken without their knowledge. The minor told detectives that some of the minors were volunteers at the Avondale Fire Company, where Bilski was also a volunteer.
The complaint states that these allegations were reported to the Chester County Regional Police Department in February 2023 through ChildLine. According to the filing, law enforcement communicated with him in 2023 regarding these allegations, but he denied them.
IIn seeking to detain Bilski pending trial, federal prosecutors outlined the above alleged offenses and stated that additional charges are expected.
According to the Philadelphia Inquirer, “U.S. Magistrate Judge Caroline Goldner Cinquanto granted the motion and ordered that Bilski remain in custody pending further proceedings.”
Bilski’s Background & Employment History
Bilski’s background reflects long-standing involvement in community-based organizations, roles that typically require a high degree of trust and responsibility.
According to his LinkedIn, Bilski was a part-time firefighter at Five Points Fire Company in Wilmington, Delaware from June, 2021, to February 2022.
According to court records, at the time of the alleged conduct, Bilski was employed as an emergency 911 dispatcher in Chester County and was a volunteer with the Avondale Fire Company.
He has reportedly been affiliated with the Avondale Fire Company since at least 2017.
Over time, he held multiple roles within the organization, including volunteer firefighter, chief hoseman, assistant hoseman, and ultimately, lieutenant. Since January 2025, he was involved in internal functions as an assistant secretary.
Following his arrest, Bilski’s employment as a 911 dispatcher was terminated.
In response to the allegations, Avondale Fire Company President Guy Swift told NBC that the company found no evidence of hidden cameras or recording devices within the building.
In a public statement posted on April 3, 2026, the fire company acknowledged allegations against an unnamed member and said that he had his membership revoked and was relieved of all responsibilities.
Potential Civil Liability and a Path Forward for Survivors
The Avondale Fire Company operates as a 501(c)(4) nonprofit, tax-exempt organization that provides fire protection services to the community.
Organizations like this often rely on volunteers and maintain close ties to the communities they serve, which can include direct interaction with minors through training programs, community outreach, and volunteer opportunities. As a result, they must maintain appropriate policies, supervision, and safeguards to ensure the safety of those in their care.
According to federal filings, Bilski had access to minors through his involvement with the organization and allegedly used that position for exploitation. These allegations raise important questions about whether sufficient protective measures were in place.
Federal filings also indicate that law enforcement had contact with Bilski in 2023 regarding allegations involving a minor, yet exploitation is alleged to have continued afterward. This timeline raises further questions about whether warning signs were properly addressed and whether additional steps could have prevented further harm.
