Dr. Michael Rousseau Charged with Sex Crimes

On Thursday, August 6, a Clermont County grand jury indicted Dr. Michael Blaise Rousseau, 63, a Cincinnati-area urologist, on charges of rape, sexual battery, and gross sexual imposition after prosecutors alleged he sexually assaulted a patient with a “significant developmental disability.”

The Union Township Police Department began their investigation after receiving information in April 2026.

Bond Set at $1 Million

On Wednesday, August 5, 2026, Rousseau appeared in Clermont County Municipal Court, where his bond was set at $1 million.

Defense counsel argued for a low bond,”pointing to his client’s local ties and lack of criminal record.” (WLWT

Rousseau later posted bond and was released from custody. His next court date is scheduled for August 14, 2026.

Prosecutor Mark Tekulve said, “‘The Clermont County Prosecutor’s Office, along with the Union Township Police Department, will not stand for a doctor violating the most sacred trust of his victim,’ Tekulve said in a statement. ‘This case is even more egregious, as the defendant knowingly took advantage of someone that could not resist his advances.’” (Local 12)

What Court Documents Allege

Court documents state that the alleged offenses occurred on or about April 20, 2026. 

“According to the complaint filed in Clermont County Municipal Court, on April 24, a patient at The Urology Group told Union Township Police that Dr. Michael Rousseau asked the victim to perform sexual acts as he exposed himself to the victim.” (The Enquirer)

The State Medical Board of Ohio was also notified and opened an investigation. 

On July 30, during an interview with a medical board investigator, Rousseau allegedly admitted to embracing and kissing the patient. He also told the investigator that he exposed himself and the victim “performed sexual acts on him.” 

According to court documents, “Rousseau admitted that after the encounter, he told the victim, ‘This has to stay between you and me.’ The doctor described the assault as a ‘lack of judgement’ in his interview with the investigator.” (The Enquirer)

According to WPCO, “Rousseau reportedly asked the patient for oral sex and knew the victim was unable to make ‘an informed decision’ because of a developmental disability.”

Court documents further state that the victim “‘was and is substantially impaired because of a diagnosed mental condition.’”

Because of the individual’s disability, they drew pictures to help explain what had occurred. During a second interview on August 3, the victim reiterated the allegations. 

The Urology Group’s Response 

Following the arrest of Dr. Michael Rousseau, on August 6, The Urology Group issued a public statement acknowledging the charges and outlining the actions it says it took after learning of the investigation.

The practice stated that the nature of the charges is “deeply alarming.” 

The statement said, in part, “Patient safety, dignity, and trust are essential to the physician-patient relationship and the conduct alleged in these court proceedings represents a fundamental breach of that trust.

Our hearts are with the victim and their loved ones. No one should experience abuse, and we are committed to supporting a safe environment while taking appropriate action in response to this matter.

Upon learning of the law enforcement investigation on August 4, 2026, The Urology Group took immediate action to terminate Dr. Rousseau’s employment and prevent him from seeing patients, entering any of our care facilities, accessing patient records, or practicing medicine on behalf of our organization.” 

Dr. Michael Rousseau’s Medical Career

Dr. Michael Blaise Rousseau is board certified by the American Board of Urology and is licensed to practice medicine in Ohio. 

As of the time of this writing, the State Medical Board of Ohio has not publicly announced any disciplinary action against Dr. Michael Rousseau’s medical license.

Dr. Michael Rousseau earned his medical degree from the University of British Columbia in 1990 before completing his residency at the University of Cincinnati Medical Center.

Prior to the criminal charges, Rousseau practiced with The Urology Group, where he treated patients at the Norwood Surgery Center and the Eastgate office.  

The Urology Group describes itself as one of the nation’s largest single-specialty urology groups in the United States. On its website, the practice states that, for more than 30 years, its  “45+ physicians in 17 locations have had one mission: to partner with our patients to improve their lives.” 

In addition to practicing with The Urology Group, Rousseau has been affiliated with or has been admitted at several hospitals, including:

  • Mercy Health – Anderson Hospital
  • Mercy Health – Clermont Hospital
  • Mercy Health – West Hospital
  • The Jewish Hospital – Mercy Health
  • Good Samaritan HospitalCincinnati
  • Bethesda North Hospital
  • The Christ Hospital 
  • Tri Health 
  • UC Medical Center, Cincinnati 
  • West Chester Hospital 

His biography states that he is a member of several organizations, including: 

  • the American Urological Association
  • the American Association of Clinical Urologists 
  • the Large Urology Group Practice Association
  • the Ohio State Medical Association
  • the Society for Urodynamics and Female Urology 
  • the National Association for Continence.

Can The Urology Group or Other Healthcare Institutions Be Held Liable?

The criminal proceedings against Dr. Michael Rousseau will determine whether he is found guilty of the pending charges.

A civil investigation, however, can examine whether The Urology Group or any other healthcare institutions where Rousseau practiced took reasonable steps to protect patients and whether appropriate patient safety protocols were in place.

Healthcare institutions have a responsibility to protect patients by maintaining appropriate oversight of their providers and responding promptly to concerns about physician misconduct. 

Depending on the facts of the case, a civil investigation can also examine whether there were prior warning signs or complaints regarding the doctor. 

When medical practices or healthcare institutions fail to take reasonable steps to protect patients, they may be held civilly liable.

In addition to providing survivors with an opportunity to seek compensation for the harm they have suffered, civil lawsuits can help hold institutions accountable and encourage stronger policies designed to better protect patients in the future.
