Kenneth “Kenny” Baldwin, a longtime Virginia pastor and traveling preacher, faces 13 criminal charges in Pennsylvania after police say he sent sexually explicit images to a teenage boy he met after preaching at the boy’s church.
Baldwin most recently worked as a senior pastor at Crossroads Baptist Church in Bailey’s Crossroads, Virginia. Before becoming senior pastor, Baldwin held several other positions as a religious leader, including youth pastor and administrator of a church-affiliated Christian school.
His work also extended far beyond Crossroads. Public records document Baldwin speaking at churches, youth conferences, and youth camps around the country.
For decades, Baldwin held positions of religious authority that placed him in trusted roles involving children, making the allegations against him particularly concerning.
What Is Pastor Kenneth “Kenny” Baldwin Accused Of?
The Pennsylvania State Police York Criminal Investigation Unit began investigating Baldwin in May 2026 after authorities learned that a 17-year-old boy had allegedly received sexually explicit images from an adult man.
According to PSP, the “investigation determined Kenneth Baldwin met the victim, who was 15 years old at the time, while preaching a sermon at his church in November of 2024. The two exchanged phone numbers and after a while Kenneth Baldwin began sending explicit images to the victim. Up until December of 2025, Kenneth Baldwin was sending multiple explicit images a week to the victim.”
According to the affidavit of probable cause, the conversations between Baldwin and the teenager “would eventually revolve around masculinity.”
The boy told investigators “that they would be talking about something random and then Baldwin would insert his ‘male dominance’ and then show his ‘man hood.’” Allegedly, Baldwin repeatedly mentioned the size of his genitals.
Investigators wrote in the affidavit that Baldwin asked the teenager to download WhatsApp so their conversations could be private. According to the affidavit, Baldwin “began sending messages asking, ‘is the coast clear’” and if the boy was alone.
Investigators say the communications did not end in December 2025. Authorities reportedly obtained another image allegedly sent by Baldwin on May 21, 2026, as well as two additional images sent in June.
Affidavit Said Baldwin Admits to Sending Photos
According to the affidavit, on June 9, 2026, “Baldwin called two different people and confessed to them, regarding sending nude images of himself to a juvenile. After Baldwin confessed to these two identified people, they informed [the trooper] of the confession. Baldwin stated that he had sent explicit images to a minor.”
During a June 12 interview with Pennsylvania State Police, Baldwin allegedly admitted to sending 15 images of his genitals to the teenager and acknowledged that the photographs seized by investigators depicted him. He also “admitted to exposing his bare penis to [the alleged victim] on three separate occasions, in three different states.”
According to the affidavit, Baldwin told investigators that he was “‘absent minded’” about the teenager’s age because the boy acted “‘sooo much older.’” However, he allegedly knew that the boy was about 15 years old when he started talking to him.
What Charges Does Kenny Baldwin Face?
Pennsylvania State Police filed a criminal complaint against Baldwin in York County on July 20, 2026.
Court records show that Baldwin faces 13 criminal charges, including:
- One felony count of unlawful contact with a minor — sexual offenses;
- One felony count of unlawful contact with a minor — open lewdness;
- One felony count of corruption of minors — defendant age 18 or above;
- One misdemeanor count of corruption of minors;
- Three misdemeanor counts of indecent exposure; and
- Six misdemeanor counts of open lewdness.
Baldwin was arraigned on July 22, 2026, and released on $80,000 unsecured bail the same day.
Baldwin’s preliminary hearing is currently scheduled for October 7, 2026, in York County. Court dates are subject to change.
Police Say There May Be Additional Victims
The Pennsylvania State Police have stated that they “have reason to believe Kenneth Baldwin shared explicit images with other juveniles.”
That possibility is particularly significant given the breadth of Baldwin’s ministry and his documented history of working and speaking in settings involving children and teenagers.
“Anyone with information on this incident or who may be a victim is asked to contact the Pennsylvania State Police, York Station at 717-428-1011 or their local law enforcement,” PSP stated.
Baldwin Reportedly Stopped Preaching Before Charges Became Public
Baldwin appears to have stopped preaching at Crossroads Baptist Church over a month before the criminal charges against him became public.
According to Preacher Boys, Baldwin’s last documented sermon at Crossroads was on June 7, 2026. Two days later, according to the probable-cause affidavit, Baldwin allegedly told two individuals that he had sent nude images to a minor. Pennsylvania State Police interviewed Baldwin on June 12.
On June 21, Baldwin’s father, Crossroads founder and pastor emeritus Louis Baldwin, addressed his son’s absence from the pulpit, telling the congregation: “Pastor Kenny is having a spiritual battle right now. The devil is attacking him.” Louis Baldwin also referenced “mental battles,” “physical battles,” and “long COVID battles.”
Meanwhile, the Pennsylvania State Police investigation was already underway, and investigators had interviewed Baldwin nine days earlier.
The timing raises questions about when Crossroads leadership first became aware of the allegations.
Who Is Kenneth “Kenny” Baldwin?
Kenneth Kevin “Kenny” Baldwin was born into a family heavily involved in Baptist ministry. His father, Louis Baldwin, founded Crossroads Baptist Church in Bailey’s Crossroads, Virginia, where Kenny Baldwin would later serve as senior pastor.
An archived biography on the church’s website states, “Pastor Baldwin loves young people.”
According to a historical biography of Baldwin, “His dynamic preaching style has afforded him numerous opportunities to minister at Crossroads Baptist Church, in other churches in various states and overseas, in youth conferences and rallies, revivals, missions conferences, community centers, homeless shelters and schools…Kenny has been influential in leading scores of young people to Christ through his preaching, personal witnessing and counseling. His interaction with youth all across America has made him a tremendous spiritual example to hundreds of young people.”
In 2000, Baldwin joined his father’s ministerial staff at Crossroads Baptist Church. His early ministry roles reportedly included:
- Youth pastor
- Administrator of Crossroads Christian Academy
- Assistant choir director
- Children’s choir director
- Church pianist
Baldwin eventually became the church’s senior pastor in September 2011, succeeding his father.
Other records identify Baldwin in additional religious leadership positions, including:
- Assistant director for the Conference on Evangelizing Black America (COEBA)
- Member of the Board of Directors of Veritas Baptist College
Baldwin’s Extensive Influence
As previously noted, Baldwin’s ministry extended well beyond Crossroads Baptist Church.
Over the years, he traveled extensively as a guest preacher and featured speaker, appearing at various churches, schools, religious events across the country, including:
- Fellowship Baptist Church and Granite Christian Academy — Wytheville, Virginia: Lead Pastor Andrew Davis said Baldwin preached at the church and its associated Christian school several times and counted him as a “dear friend.”
- Teen Extreme — Pensacola, Florida: Baldwin appeared as a speaker at the Christian youth camp over multiple years. Teen Extreme’s 2025 program, for example, listed him as the speaker for its June 16–20 session.
- Pensacola Christian College — Pensacola, Florida: Baldwin appeared as a guest speaker, including at the college’s 2025 Opening Convocation, where PCC promoted him as the speaker who would “set the tone for the new semester.”
- Victory Baptist Church and Victory Christian Academy — Roanoke Rapids, North Carolina: The organizations confirmed that Baldwin previously served as a guest speaker at youth events they hosted.
- America’s Christian Youth Congress — Powell, Tennessee: Baldwin has been identified as a speaker associated with the event.
- Community Baptist Church — Siler City, North Carolina: Church records document Baldwin appearing as a guest speaker for a youth revival there.

Churches and Organizations Respond to Allegations Against Baldwin
The allegations against Baldwin have generated significant public attention, including statements from other religious leaders and widespread discussion on social media.
Several churches, schools, and religious organizations connected to Baldwin issued public statements after the criminal allegations became known, including Pensacola Christian College, Victory Baptist Church and Victory Christian Academy, Westside Baptist Church, CT Townsend Evangelistic Ministries, and Fellowship Baptist Church.
Crossroads Baptist Church Responds
Crossroads Baptist Church, where Baldwin worked for years, initially had “no comment” when news organizations contacted the church after Baldwin was charged. The church later released a statement announcing that Baldwin had been removed from all ministry responsibilities.
Veritas Baptist College Responds
Baldwin served on the college’s Board of Directors. Veritas said it learned of the allegations through public reporting and revoked his board position.
The Influence of Trusted Religious Leaders
Perpetrators of child sex abuse may hold respected positions as pastors, teachers, coaches, mentors, or community leaders, earning the trust of young people and their families.
For decades, Baldwin held positions of religious authority. He served as a youth pastor and Christian school administrator, led a church, and traveled to speak at churches, schools, camps, and youth conferences. One biography emphasized his influence on young people, describing him as a “tremendous spiritual example to hundreds of young people.”
