According to an 6abc Action News investigation, three women filed civil lawsuits against Tisnower in January 2026, alleging sexual assaults during medical appointments. “One of them also sought a protection from sexual violence order,” Action News reported.
According to the civil complaint, the women alleged that Tisnower’s misconduct began with comments about their bodies and escalated to unwanted physical contact. Two women alleged that he penetrated them without wearing medical gloves. One woman also alleged that he “requested to perform oral sex on her.”
Two of the women spoke anonymously with Action News, reporting that they “both suffered from mental illness” and received prescription medication from Tisnower.
The women said they made reports of Tisnower’s conduct to police, and one described a Special Victims investigation. No criminal charges resulted, although the women expressed their belief that Tisnower should have faced prosecution.
“Philadelphia police said they could not comment on the case,” Action News reported.
The lawsuits were subsequently settled for a combined $100,000 without any admission of wrongdoing by Tisnower and the “protection from sexual violence order was later dropped.”

Tisnower is affiliated with Mercy Fitzgerald Hospital and the Hospital of the University of Pennsylvania in Philadelphia.
Sol Family Medicine, Tisnower’s former medical practice, located at 1837 S 65th St, Philadelphia, PA 19142, is no longer reported to be operating.
According to Pennsylvania Department of State records, Sol Family Medicine was registered on January 31, 1991, with Herbert Tisnower and Uraivan Tisnower listed as owners.
