Sex Trafficking at Wind Creek Casino
A recent multi-agency operation uncovered a sex trafficking ring involving activity at Wind Creek Casino in Bethlehem, Pennsylvania. According to police reports, traffickers used the casino as a meeting point for commercial sex arranged through online advertisements.
Two individuals, Robert Birch and Cittdata “Kitty” Jarnagin, were arrested and charged with multiple offenses, including felony trafficking in individuals, involuntary servitude, and corrupt organizations. Jarnagin also faces felony charges of encouraging prostitution.

Details of the Operation
According to WFMZ, “Police say during the operation, an undercover male police officer conducted various searches on websites commonly used to advertise prostitution and facilitate sex trafficking.”
Officers located a Lehigh Valley-based online ad and used the listed phone number to schedule a meeting at Wind Creek Casino.
Officers later observed Birch dropping off Jarnagin in the parking lot before driving away. Birch was later stopped and arrested after drug paraphernalia was discovered in his vehicle.
According to Lehigh Valley News, citing the Northampton County District Attorney’s Office, multiple victims identified Jarnagin as the organizer of the operation. As the “Madame”, she allegedly coordinated online ads and arranged medical care, while Birch, the “Pimp”, controlled the women and profited from their exploitation.
Both individuals have been committed to Northampton County Prison after failing to post bail.

Civil Liability Under Federal Law
Under the Trafficking Victims Protection Reauthorization Act (TVPRA), 18 U.S.C. § 1595, survivors of sex trafficking can bring civil claims not only against traffickers, but also against businesses that knowingly benefit from trafficking.
This means casinos, hotels, or other businesses that ignore clear warning signs or profit from trafficking on their premises can be sued for damages, even if no criminal charges are filed.

Sex trafficking often depends on access to commercial venues—like hotels, motels, and casinos—where traffickers operate openly and repeatedly, with little to no intervention from those in charge. When institutions fail to intervene or report concerning behavior, they risk becoming complicit in exploitation.

- Did Wind Creek Casino employees observe signs of trafficking?
- Were suspicious transactions or guest activities ignored?
- Did the business financially benefit while traffickers used its premises?
While no civil lawsuit has been filed to date, these questions may inform future legal action by survivors.
