Criminal Charges Against Dr. Anthony Carbone
Dr. Anthony Joseph Carbone, 65, the former chief medical information officer at MercyOne Genesis in Davenport, Iowa, has been charged with indecent contact with a minor and two counts of lascivious acts with a minor.
According to KWQC, police say that Carbone allegedly groped two young girls—ages 8 and 14—in multiple instances in 2023. A spokesperson for MercyOne Genesis has stated that during Carbone’s employment at the healthcare system from 2016 to 2023, he did not treat patients. However, he remained employed “up until a month after the alleged abuse took place.” (KWQC)
Despite not treating patients, as chief medical information officer, Carbone held a position of trust and oversight within the organization. A chief medical information officer (CMIO) typically oversees the intersection of clinical care and technology, which includes managing electronic health records, supporting physician workflows, and ensuring that patient data is used safely and effectively.
KWQC reports that Carbone has posted a $6,000 bond and was released from jail. His arraignment is scheduled for July 3, 2025.
Past Allegations and Disciplinary History
Carbone’s troubling behavior reportedly did not begin in Iowa. In 2000, he voluntarily agreed not to practice medicine in Massachusetts following an investigation by the state’s Board of Medicine into allegations of inappropriate sexual contact with a minor patient, which included hugging and kissing.
According to the Kyiv Post, “The case never went to trial, and the charges were dropped the following year, after the death of the alleged victim.”
According to another article by the Kyiv Post, the statement from the Massachusetts Board of Medicine additionally mentions Carbone’s alleged inappropriate relationship with a 21-year-old Virginia patient. Notably, “In June 1999, the Virginia Board of Medicine ordered Dr. Carbone to complete a course on professional boundaries.” (Kyiv Post)
Despite this documented history, Carbone later assumed an executive role at Genesis, raising serious questions about the adequacy of the institution’s hiring practices.
Institutions Must Be Held Accountable
MercyOne Genesis is a major regional healthcare provider serving the Quad Cities area of Iowa and Illinois, with hospitals, clinics, and a wide network of patient services.
Institutions like MercyOne Genesis should be held accountable when they place individuals at risk by ignoring or overlooking an employee’s documented history of sexual misconduct, especially when that employee holds a position of authority and trust. In civil cases, survivors can seek damages from the institutions that failed to act on red flags. These lawsuits often uncover internal failures in hiring, supervision, or reporting protocols, and can help prevent future harm by demanding meaningful change.
