Parkesburg police say Chester County detectives posed as the child and arranged a meeting with Legaspi on September 17. Officers arrested him when he arrived the following day. The September 25 police announcement reported $5 million cash bail and detention at Chester County Prison.

What Has the Baltimore School Said

According to The Baltimore Banner, Hamilton Elementary/Middle School placed Legaspi on leave after learning of his arrest. The principal told families that officials had received no information indicating that the incident involved a current or former Baltimore City Schools student.

That distinction matters. The published allegations do not establish that the Pennsylvania child attended Legaspi’s school or that school officials knew about the alleged abuse.

School leaders should communicate promptly with families, explain how to report concerns, and preserve relevant records. Any review should examine evidence rather than assume that employment alone establishes institutional responsibility.

A Child Receiving Money Does Not Make Sexual Exploitation Consensual

Adults bear responsibility for exploiting children. Money does not shift that responsibility onto a child.

Under federal law, a commercial sex act includes a sex act for which someone gives or receives anything of value.
