El Paso Nurse Practitioner Victor Lee Ilog Surrenders License After Sexual Misconduct Allegations

Texas Board of Nursing Accepts License Surrender

Victor Lee Ilog, a nurse practitioner based in El Paso, Texas, surrendered his nursing licenses on September 24th, 2025, following allegations of sexual misconduct with multiple patients. The Texas Board of Nursing determined that he violated professional standards, including boundary violations and engaging in conduct, advances, or behavior of a sexual nature with a client, as outlined under Texas nursing law

Under the Board’s Agreed Order, Ilog is prohibited from practicing nursing or using any nursing-related title for at least one year and cannot seek reinstatement until that period has passed.

Allegations of Sexual Relationships and Boundary Violations

Board documents show that between 2021 and 2025, Ilog engaged in inappropriate relationships with three patients while employed by both Atlantis Behavioral Health Services and Grow Therapy. 

Between around September 2021 and April 2025, while working as a telehealth psychiatric mental health nurse practitioner with Atlantis Behavioral Health Services in El Paso, Victor Lee Ilog engaged in a sexual relationship with a patient, according to findings from the Texas Board of Nursing.

“Specifically, during therapeutic sessions he inappropriately focused on the details on the patient’s sex life after becoming aware that during a bipolar manic episode the patient would experience hypersexuality.”

The patient had experienced a severe depressive episode in 2023 that led to a suicide attempt and two hospitalizations before she transitioned into a manic state. According to the board, in  “June 2023, [the patient and Ilog] began a sexual relationship during her therapeutic sessions.” They maintained inappropriate communications through text and WhatsApp, and met twice outside of therapy. During one session, Ilog asked the patient to delete their WhatsApp conversations. 

In a separate instance, while working as a telehealth psychiatric mental health nurse practitioner with Grow Therapy, Ilog provided psychiatric care to a patient as well as her son. He admitted that he developed “a personal and romantic relationship” with the patient while she was receiving psychiatric medication management.

In a third instance, Ilog made sexually explicit remarks to a patient during therapy while he was employed as a certified nurse practitioner, again with Atlantis Behavioral Health Services in El Paso. The Board found Ilog discussed his own marriage, encouraged the patient to use MDMA for the purpose of sexual pleasure, and showed her a nude photo of himself during an appointment.

In all three cases, the Board found that Ilog’s conduct “was likely to injure the patient in that it could have resulted in confusion between the needs of the nurse and those of the patient. In addition, [his] conduct may have caused delayed distress for the patient, which may not be recognized or felt by the patient until harmful consequences occur.” 

Ilog signed his name on the Order, acknowledging that he neither admitted to nor denied the allegations but instead agreed to the surrender of both his Registered Nurse (RN) and Advanced Practice Registered Nurse (APRN) licenses to avoid further disciplinary action.

Employers’ Response

Atlantis Behavioral Health Services stated that Ilog was “no longer contracted” with the facility as of May 2025 and emphasized its zero-tolerance policy for unethical, unprofessional, or illegal conduct. Grow Therapy stated that Ilog “was terminated from the platform when [they] learned of the Board’s disciplinary action.”

While these organizations have since distanced themselves from him, the fact remains that he was working under their supervision during the period when the alleged abuse took place.

Prior Employment 

Throughout his career, Victor Lee Ilog has held several positions, including roles as a registered nurse, pharmaceutical speaker, family nurse practitioner, and psychiatric mental health nurse practitioner. His employment was based primarily in El Paso, Texas, with one position in Las Cruces, New Mexico, and others at unknown or telehealth locations. The Board’s records show that several of these positions overlapped, with Ilog working for multiple providers at the same time.

Ilog’s broad and overlapping employment history raises concerns about whether additional patients may have been victimized and whether the institutions that employed or contracted him had adequate oversight or reporting procedures in place.

No Criminal Charges Filed

Despite the seriousness of the allegations against Ilog, no criminal charges have been filed as of October 2025. The Board’s disciplinary process is separate from law enforcement, and while the Board can refer its findings to police, criminal investigations typically require a police report from a victim.

Professional Misconduct and Patient Safety

Ilog’s case illustrates the critical importance of maintaining boundaries and safeguarding patient safety in mental health treatment, where patients are especially vulnerable. Sexual contact between a mental health provider and a patient is always considered exploitative and unethical, regardless of perceived consent, because of the inherent imbalance of power in a therapeutic relationship. Misconduct of this kind endangers patient safety in many ways, including by violating trust, exacerbating existing mental health symptoms, and discouraging others from seeking needed care. 

Cases like this emphasize the importance of maintaining strong professional standards, ensuring proper supervision, and holding institutions accountable to protect patient safety.

Civil Litigation and Accountability

Healthcare providers have a duty to protect patients through proper screening and oversight of employees along with the prompt investigation of any misconduct. 

Given Ilog’s extensive employment history and the seriousness of the allegations, it is reasonable to question whether other organizations may have missed warning signs or failed to recognize patterns of sexual abuse. 

In cases like this, survivors may have the right to pursue civil claims against organizations that employed or contracted an alleged abuser. Civil litigation can hold negligent clinics, telehealth platforms, and behavioral-health facilities accountable for failing to act. These lawsuits offer a path toward justice and help prevent future harm by exposing institutional failures.
